Ciencia y energía, dilemas sin resolver en el México del siglo XXI

In this contribution we analyze, within the international context, the policy in science and technology followed by Mexico in the last decades. We compare the programs followed by our country until 2000 and the changes to promote innovation and a higher competence of the national industry. Among other factors, these actions were taken attending the policies suggested by the OCDE and the IDB. We analyze in depth the effects of the extreme hydrocarbon fuels exploitation and the poor investment in the petroleum industry and its technological development, in the past years. Finally we review the pertinence to produce biofuels and its consequences. As a conclusion, we mention the importance to implement energy and science and technology policies in the context of public benefit and not as business opportunities.
